Request for Proposal (RFP)

The Mississippi Insurance Department (MID) has been authorized to implement a telemedicine medical health plan for volunteer firefighters and their covered dependents. The goal of the plan is to provide timely primary health care services (Acute, routine, non-recurrent emergent medical conditions) 24/7 to volunteer firefighters and their immediate families.

Responses must be received by the MID in paper format at 501 N. West St, Ste. 1001, Jackson, MS 39205 in addition to an electronic copy filed at RFPSubmittals@mid.ms.gov . Submissions are due no later than Friday, October 9, 2015, at 11:00 A.M. Central Time, no exceptions.

    Question Who should I contact if I have questions regarding the RFP?

    Question Is a copy of the RFP and forms available in an editable format?

    Answer The RFP has been modified to be editable.

    Question There are references to a pricing matrix and a technical specifications matrix that were not included in the RFP. Can you please let us know if MID will be issuing an RFP amendment with these items.

    Answer Amendment No. 1 was issued and posted.

    Question Vendors are being asked to respond starting with Item 2.1 to each outline point with ACKNOWLEDGED, WILL COMPLY OR AGREED. In the revised Adobe Acrobat .pdf that was issued, there is not a space/field for vendors to provide responses to each item in this section. Also, do you want vendors to add verbiage to the items?

    Answer The document has been revised to include a drop-down box with the answer choices as well as an additional comments field. An amendment was posted.

    Question Please note that in Section VII. Technical Specifications, Scoring Methodology, there is a numbering gap between 12.2 and 12.4.

    Answer The numbering issue has been corrected.

    Question Please clarify the statement regarding unlimited consults given that this is a capitated arrangement.

    Answer The payments are capitated not the consults. There should be no limit to the number of calls a participant may make or consults that are provided.

    Question Please elaborate on what type of monthly performance assessment information you are planning to receive on the 10th of the following month.

    Answer MID is looking for operational analysis and tracking of the vendor’s execution of the contract. Based on the vendor’s experience, you should propose performance standards that are important to measure, i.e. number of calls, type illness, patient wait time, number of available physicians, system outages (scheduled or unscheduled), number of brand/generic prescriptions, and case resolution rate, etc.

    Question There is no item 12.2.3 listed to acknowledge.

    Answer This was corrected in Version (17) of the RFP which is posted on the MID Website.

    Question “Capitation” implies a risk arrangement which requires formal insurance licensure. Is it the MID’s intention that all vendors have formal risk bearing capabilities in order to qualify for the bid?

    Answer This is a capitation contract in that the cost is modeled on a PMPM basis. MID is expressly authorized to establish this service by the Mississippi Legislature’s HB 1553 (2015) which does not require this project to be placed with a licensed insurance company or HMO. Therefore MID may contract with an entity to provide limited health care services on an at-risk basis without it being licensed under Miss. Code 83-41-301, et. seq. See MID Bulletin 97-1.

    Question Do you have an estimated number of dependents that could be covered in the program?

    Answer No, that information is not available.

    Question Does the $400,000 fee cover dependents’ costs in the program?

    Answer Dependents are meant to be included within the fee whatever the amount.

    Question Do you have a breakdown of where the possible 13,000 volunteer firefighters are located across the state and which fire departments serve as the locations for these volunteers?

    Answer CLICK HERE to review the “MS Volunteer Numbers” document. Due to the large number of departments and periodic changes there may be a few that are not listed. Also, the number of Volunteer Firefighters changes constantly. This will give you a close estimate as to the total numbers and locations.
