Purpose of the Mississippi Conveyance Safety Act
The purpose of this act is to provide for the safety of conveyance equipment and personnel, and to promote public safety awareness. This act establishes the minimum standards for conveyance personnel and services. The use of unsafe or defective lifting devices imposes a substantial probability of serious and preventable injury to employees and the public. The prevention of these injuries and protection of employees and the public from unsafe conditions is in the best interest of the people of this state. Conveyance personnel performing work covered by this act shall, by documented training and/or experience, be familiar with the operation and safety functions of the components and equipment. Training and experience shall include, but not be limited to, recognizing the safety hazards and performing the procedures required under this act.

Mississippi Conveyance Safety Frequently Asked Questions
The conveyance Safety Act was passed in early 2013 and became effective July 1, 2013. This Act sets standards of competency for Elevator Mechanics and Elevator Inspectors by requiring training and certification by organizations approved by the State Elevator Safety Division. After these individuals are certified, they can apply for a license to operate in the state of Mississippi. Elevator companies are also required to be licensed here.
This Act also sets standards for the safety and operating condition of all vertical transportation, which includes all elevators, dumbwaiters, escalators, and moving walks by requiring annual inspections by a licensed Elevator Inspector. An Annual Operating certificate will be issued for each piece of equipment inspected.

No. The elevator companies cannot perform these inspections. This would be a direct conflict of interest if they inspected their own work or the work of their competitors.
The inspections are due annually starting July 1, 2013 and on the anniversary date every year afterward.
There is a list of suggested time lines for repairs listed under Bulletins. We will work with you to help you get your elevators and escalators up to standards.
No. If your elevator was installed on or after July 1, 2013, it is to be inspected based on the A17.1 code in effect when it was installed plus a few specific items detailed in Mississippi’s Conveyance Safety Act Statutes and Regulation. However, if such Statutes and Regulation were not in existence when your elevator was installed, your elevator is to only be inspected based on the A17.1 code in effect at the time of its installation.
They do not have to be there, but can be if they or the owner wants them to be there. It will be the owner’s responsibility to contact their maintenance company if the owner wants them to be present.
